Eerily, this building is an exact copy of the building by the same name at Disneyland in California. Of course, much of Tokyo Disneyland is a replica of something done elsewhere in another Disney Park. The food here was good for a buffeteria style restaurant, with the usual over-the-top Japanese service. My friend's entree wasn't actually ready the very moment we wanted it, so they apologized profusely and asked us to go sit down. They then brought it out to us as soon as it was prepared. I got the fried prawns that were no where near the incredible quality of the Oceano buffet in Hotel MiraCosta, but were good none-the-less. The restaurant had a stage in the outdoor eating area, but on our visit (middle of the week in the off-season) there was no entertainment there. The outdoor sitting area has a nice view of Tokyo's overly-gargantuan hub and nice atmosphere. All in all, a very pleasant dining experience.
